PLA Overseas Support Base – Djibouti

China formally opened its military support facility in Djibouti on August 1, 2017, marking a shift in Beijing's defense policy regarding overseas presence. Located on the western edge of Djibouti City, the base sits adjacent to the Chinese-operated Port of Doraleh. This strategic position guards the entrance to the Red Sea, a narrow chokepoint through which a large portion of global maritime trade passes. According to a detailed analysis by the Center for Naval Analyses (CNA), the establishment of the base reflects China's long-term commitment to protecting its commercial shipping lanes and energy import routes throughout the Western Indian Ocean.

The physical layout of the 0.5-square-kilometer compound highlights its defensive design. The facility features thick perimeter walls, watchtowers, and approximately 23,000 square meters of underground tunnels and bunkers, forming a highly fortified outpost. Between 2018 and 2020, Chinese engineers completed a massive 330-meter deep-water pier. Intelligence briefs published by the Center for Strategic and International Studies (CSIS) note that this pier is long enough to support large surface combatants, including modern aircraft carriers or multiple nuclear-powered attack submarines. This infrastructure allows the PLA Navy to bypass commercial docks for heavy military operations.

The base primarily sustains China's counter-piracy escort task forces, which have operated in the Gulf of Aden since 2008. It also serves as a key replenishment stop for non-combat operations, including evacuation drills and humanitarian missions. For instance, the PLA Navy hospital ship Auspicious Ark utilized the base docks for technical resupply and medical support. While Djibouti also hosts American, French, and Japanese bases, the Chinese facility remains a focal point of Western security tracking. Whether Beijing plans to duplicate this dual-use commercial-military model along other parts of the African coast is a subject of ongoing debate among maritime analysts.
