Mischief Reef Base

China's physical presence on Mischief Reef began in 1995, marked by the construction of basic wooden shelters on stilts. At the time, Chinese authorities asserted that these structures were temporary shelters for fishermen and carried no military purpose. Over the subsequent two decades, however, the outpost underwent substantial expansion. Between 2014 and 2016, large-scale dredging operations permanently transformed the low-tide elevation into a 558-hectare artificial island, known as Meiji Jiao in Chinese. According to satellite mapping data from the Asia Maritime Transparency Initiative (AMTI), the centerpiece of this development is a 2,700-meter runway designed to support transport and patrol aircraft.

The development of military-grade facilities on the reef is a focus of regional security tracking. Analysis from the Center for Strategic and International Studies (CSIS)indicates that the island hosts reinforced aircraft hangars, underground ammunition storage, and advanced radar arrays. While the base is primarily designated for logistical support and signals intelligence, independent monitors have documented the temporary deployment of heavy defensive weapon systems. These platforms, such as the HHQ-9 surface-to-air missiles and YJ-12 anti-ship cruise missiles, are designed to restrict regional access and reinforce China's maritime claims in the Spratly chain.

Sovereignty over the reef remains a highly contested international issue, placing it at the center of regional maritime disputes. Located roughly 130 nautical miles from Palawan, the feature lies within the 200-nautical-mile exclusive economic zone of the Philippines, which claims it as Panganiban Reef. In 2016, the Permanent Court of Arbitration in The Hague issued a landmark ruling concluding that Mischief Reef is a low-tide elevation with no legal territorial sea, meaning China's land reclamation activities violated Philippine sovereign rights. While Beijing rejected the tribunal's findings, de facto control over the base remains unchanged, with naval escort units and maritime militia vessels maintaining a persistent presence in the lagoon.
