FFDj — Forces françaises stationnées à Djibouti

The French military presence in Djibouti is centered on the Forces françaises stationnées à Djibouti (FFDj), a permanent French overseas force established under the bilateral Defence Cooperation Treaty with Djibouti. The arrangement provides France with a major military foothold in the Horn of Africa while also supporting the defence of Djibouti's territory, airspace and territorial waters. The FFDj form a joint land, air and naval military presence of around 1,500 personnel. Their installations include the 5th Overseas Combined Arms Regiment (5e RIAOM), Air Base 188, a naval base and the Djibouti desert combat training centre. The force can deploy infantry, artillery, engineering units, helicopters and combat aircraft, giving France a substantial combined-arms capability at a strategically important location. Djibouti serves as an operational and logistical hub for French forces operating across the Horn of Africa, the Red Sea and the western Indian Ocean. The FFDj provide a forward support point for moving personnel and equipment, can receive reinforcements from mainland France and other French territories, and support French operations in the region. The base also has an important maritime and air-surveillance function. Under the defence agreement, France contributes military capabilities to the surveillance of Djibouti's airspace and territorial waters. French aircraft and naval forces can operate from the country, while the wider FFDj structure provides a platform for regional exercises, maritime cooperation and rapid military response. Djibouti is also a major centre for military cooperation. French forces train alongside the Djiboutian Armed Forces and provide instruction designed to improve interoperability, operational readiness and the capabilities of local units. The FFDj additionally support military cooperation with other states within France's regional area of responsibility, including activities connected with peacekeeping preparation. The strategic value of Djibouti comes from its position at the entrance to the Red Sea, close to the Bab al-Mandab Strait and at the junction of major maritime routes linking the Mediterranean, Middle East, Indian Ocean and Indo-Pacific. For France, the FFDj therefore functions not only as a national overseas base but as a forward platform for regional military presence, logistics, training and crisis response.
