Japan's Ministry of Justice published the revised residency regulations in the Official Gazette on a Tuesday in early March. No press conference. No minister's statement. Three paragraphs in the Yomiuri Shimbun. An analytical piece in the Nikkei described it, accurately, as "the most consequential revision to Japan's residency framework since the 1990 Immigration Control Act." The government did not disagree. It also did not amplify.

The substance is significant. The existing Specified Skilled Worker visa programme, introduced in 2019, had two tracks: SSW1, a capped temporary status with no route to permanent residency, and SSW2, an uncapped status in designated industrial sectors that allowed permanent residency applications after ten years. The March amendment expands SSW2 eligibility from eleven industrial sectors to thirty-four, relaxes language proficiency requirements for renewal in seven sectors, and — the change that matters most — cuts the permanent residency application window from ten years to five for workers maintaining continuous employment and tax compliance.

The Japan Institute for Labour Policy and Training calculates that roughly 800,000 of the 2.3 million foreign nationals currently registered as workers in Japan become eligible, over the next five years, to apply for a status previously unavailable to them. Between 180,000 and 240,000 are projected to actually apply and qualify.

The decision to announce this without framing it was itself a political decision. The Liberal Democratic Party calculated — correctly, probably — that the substance was manageable only if it was not described in terms that activated the nationalist wing of its own coalition. Japan has no tradition of calling itself a country of immigration. The national self-conception as an ethnically homogeneous society is deeply embedded, even as the demographic reality has made that position increasingly difficult to sustain.

The math has been visible for thirty years. Japan's total fertility rate hit 1.15 in 2024 — the lowest recorded figure. The working-age population has been shrinking since 1995. The government's own fiscal projections require a working-age population of at least 59 million to keep the social security system solvent. The current figure is 74 million and falling by roughly 500,000 per year. The political system has spent three decades looking away from the arithmetic. It is now acting on it, quietly, in the Official Gazette, on a Tuesday.

"We are not changing who Japan is," said Chief Cabinet Secretary Yoshimasa Hayashi, when pressed at a routine briefing. "We are ensuring that Japan can continue to be what it is. That requires workers. We are providing a framework for workers." He did not use the word immigration.
