The Indonesian government announced the extension of its nickel export restrictions in a ministerial regulation published on a Friday afternoon in March. Quiet timing. By Monday morning, it had knocked 4.2 percent off the share price of three major South Korean battery manufacturers and landed a formal EU trade complaint on Jakarta's desk.

The original ban on raw nickel ore exports, introduced in 2020, had already done something few trade policies manage: it worked. Within four years, it forced global smelting operations to relocate to Indonesia, building a domestic processing industry essentially from scratch. The new restrictions extend the same logic up the value chain — targeting nickel matte and nickel pig iron, pushing toward battery-grade nickel sulfate production.

The economics are not complicated from Jakarta's side. In 2019, Indonesia exported raw nickel ore at roughly $35 per metric ton. Battery-grade nickel sulfate fetches between $4,000 and $6,000. The government wants to capture as much of that spread as possible before the global EV transition hits peak demand — which most analysts place between 2028 and 2033. The window is real. Jakarta intends to use it.

For EV manufacturers, the timing is brutal. Tesla, Volkswagen, and Hyundai have all signed memoranda of understanding with Indonesian state mining company MIND ID in the past eighteen months. None has broken ground on the processing facilities those agreements envisage. The new restrictions have just turned exploratory MOUs into urgent commercial deadlines.

The EU filed a WTO complaint arguing the restrictions constitute an unlawful trade barrier. Indonesia's trade ministry replied that the country has sovereign rights over its natural resources and that the WTO has no binding jurisdiction over natural resource policy. Legal analysts called the position technically contestable. Practically, it is very hard to enforce against a country prepared to sit out a prolonged dispute process. Indonesia is prepared.

"We are not asking for permission," said Coordinating Minister Luhut Binsar Pandjaitan. "We are setting the terms. If you want the nickel, you invest in Indonesia. That is the offer."
