The Commission's suspension letter ran twelve pages. It catalogued, with bureaucratic precision, nine pieces of legislation passed by Georgian Dream's parliamentary majority since October 2024 that Brussels deemed incompatible with EU membership criteria: a law restricting foreign-funded civil society organisations modelled closely on Russian legislation, broadcasting code amendments that stripped requirements for political balance, and judicial appointment changes that reduced the independence of the High Council of Justice.

Georgian Dream called it external interference. Prime Minister Irakli Kobakhidze said Georgia would "chart its own course toward European values as we understand them, not as Brussels defines them for us." Most observers read "alternative integration frameworks" — the phrase the party used — as a signal toward Moscow, though the leadership declined to say so plainly.

The public reaction was immediate and large. Protests began on Rustaveli Avenue the evening of the announcement and spread within 48 hours to Kutaisi, Batumi, and Rustavi. Organisers put Tbilisi attendance at 120,000 on the third night — roughly 12 percent of the city's adult population, if accurate. The crowds have been notable for their composition: young professionals, students, and military veterans carrying Georgian and EU flags side by side. These are not fringe protesters.

The context matters. Georgia received EU candidate status in December 2023 with broad cross-party support. Polling from early 2025 consistently shows EU membership as the preferred foreign policy orientation for between 78 and 83 percent of Georgian adults. Georgian Dream is pursuing policies opposed by a substantial majority of its own electorate — and doing so after an October 2024 election that the opposition and several European observer missions disputed.

The pressure cracked the parliamentary bloc. Seven Georgian Dream MPs announced they would not vote for proposed legislation that would have criminalised participation in "anti-state foreign-backed activities" — a definition broad enough to cover showing up to a protest. The bill was withdrawn before it came to a vote.

"We are not going to Moscow," said former President Salome Zourabichvili — who continues to claim legitimacy despite the government declaring her term expired — addressing the crowd. "Every Georgian in this square knows where we belong. The question is whether our government knows."
