France's military presence in Africa was, for six decades, the most extensive of any former colonial power — a network of permanent bases, pre-positioned equipment, and status of forces agreements that successive French governments described as a stabilising force and successive African governments increasingly described as an anachronism at best and an instrument of continued dominance at worst. The withdrawal that began with Mali in 2022 and concluded with Senegal in January 2025 was not voluntary in the conventional sense. It was the result of a sequential series of host-government demands for departure that France lacked the political leverage to resist.

The new doctrine, outlined in a White Paper published by the Elysee in March 2025, replaces permanent garrisons with a system of pre-negotiated access agreements — with partners including Morocco, Rwanda, Kenya, and Mozambique — that allow French forces to deploy rapidly from metropolitan France without a standing footprint. The deployable force has been restructured around four Joint Expeditionary Task Groups, each capable of operating independently for 90 days without resupply, and equipped with the Rafale F4 combat aircraft, NH90 helicopters, and the new VBMR Griffon armoured vehicle.

Special operations capacity has been significantly expanded: the 1st Marine Infantry Parachute Regiment and the 13th Parachute Dragoon Regiment have received additional funding and personnel, reflecting French strategic planning's conclusion that small, capable, politically light special operations deployments generate better outcomes than large conventional garrisons in the kinds of conflicts France is likely to face.

Critics within the French Senate's defence committee have questioned whether the new doctrine sacrifices strategic depth for political optics. The government argues that strategic depth based on unwanted bases was already lost — what remains must be rebuilt on a foundation of genuine partnership rather than post-colonial inertia.

"We are not retreating from Africa," said Armed Forces Minister Sebastien Lecornu. "We are learning, at some cost, how to be present without being resented."
