Finland applied for NATO membership on 18 May 2022, less than three months after Russia's full-scale invasion of Ukraine. It was ratified as the 31st member on 4 April 2023. In the two years since, the integration process — transferring command relationships, interoperability standards, communications architecture, and contingency planning — has proceeded at a pace that NATO officials describe as unprecedented in the Alliance's enlargement history.

The Finnish Defence Forces bring capabilities that are unusual in their combination of quality and scale. The active force of 23,000 is modest, but the trained reserve — every Finnish man completes military service, and the reserve is maintained through regular refresher training — stands at 280,000 with equipment pre-positioned in dispersed storage depots across the country. Mobilisation exercises have demonstrated the ability to field 100,000 combat-ready troops within 72 hours, a rapid mobilisation capability that only Israel matches among liberal democracies.

Finland's 64 F-35A aircraft, delivered ahead of schedule from Lockheed Martin, have been integrated into the Allied Air Command's Baltic Air Policing mission and contribute to the layered air defence architecture now covering the entire eastern flank from the Arctic to the Black Sea. Finnish airfields — hardened, dispersed, and in several cases designed for operations from straight sections of national highway — provide NATO with forward basing options that significantly complicate Russian air planning.

The 1,340-kilometre Finnish-Russian border, now an external NATO frontier, is the Alliance's longest land border with Russia. It has been reinforced with additional sensor networks, obstacle systems, and a rapid reaction force drawn from Finnish and Norwegian units under joint command — the first permanently integrated joint headquarters on NATO's northern flank.

"We did not join NATO because we are afraid," said Chief of Defence General Janne Jaakkola. "We joined because we are serious. There is a meaningful distinction."
